Missing DLC Content going on for weeks (Steam)

Im finding plenty of the issue with PlayStation or Xbox, but not a lot of threads for steam.

Awhile back a bunch of my DLC ( I cant recall if all are auric cell purchased but it seems like it ) acted as if i never bought them. When I had a daily quest for one of the killers it took from me. I messaged the forum but the issue is my work schedule doesn't allow for me to fuss around with a bunch of stuff consistently so they closed the case. All they really suggested was turn off family sharing. Which I never had it on. But I found out if I logged on in a different pc all my dlc on my original one would show back up. Okay... problem solved. Now its doing the same thing on the other pc and I have no been able to fix it. I don't have the pig but have a halfway finished daily quest for the pig. I cant even remember all the dlc it took from me at this point because I've just been tolerating it. Any fixes?
