What if
Once a survivor is knocked out entity kidnap him and put him on a random hook?if killer is close for X secs it teleport to another random hook.The bad part would be flashlight saves on the other part camping and tunnel would be harder

I can tell this comes from a place of good intentions, but I do fear that this would take away far too many of the fun moments that any sort of frustration it may solve. At the end of the day, the game is most fun when players are interacting (chasing, teamwork, etc.) and making decisions. The time between a survivor being downed and when they're hooked are full of opportunities for one side to interact with the other (pallet saves, flashlight saves, taking hits, etc.) Aside from that, although it may only be a few seconds, the time it takes to carry someone to a hook is very important and often makes the difference between being able to heal or power a generator before the killer comes back.
Agency is also a big part. Being able to strategically hook someone on a specific hook can help tremendously (e.g. further from the exit gates, closer to generators that you need to patrol, or far away to force survivors to spend more time saving). Scourge perks would also need a complete rework to accommodate since you wouldn't be able to hook someone on them at will.
Something like this is okay for a character like Pyramid Head, where using this as a quick and convenient option is part of your power. But across the board, I do think this would negatively affect far too many core parts of the game.
