Anti-Camping mechanic.
As preamble i play mainly killer.
ATM its planned that if the killer is staying in a radius of the survivor a meter fills up and than he can unhook himself. First of all this dont work against some killers like huntress, deathslinger, bubba ....or depenting on where the hook is not at all.
And for me it kinda sounds abusable that survivor can force you to play in this radius.
How about we just use the pyramid mechanic? After 10sec (or so) in a Radius the Survivor will be relocated to a random hook on the map.
This has the benefit that its nearly impossible to camp the hook (at least its harder as in the method they are planning now), and the hook of the killer still fully counts and a surv. have to rescue him

To quickly clarify, Survivors cannot abuse this to force the Killer to stay near the hook. While a Survivor is also nearby the hook, the progression of the anti-camp mechanic will be slowed or even stop entirely.
The goal here is not to remove camping entirely. There are still situations where staying nearby is the right call (e.g. overly altruistic Survivors, when you know someone is waiting nearby, etc.) This is only meant to deal with some of the most egregious and unnecessary scenarios.

You wont have to worry about it being "abuseable" if you dont camp in the first place.
But dont worry, knowing BHVR a anti-camp-mechanic will be bad against camping.

The first one is a "If you've got nothing to hide, you've got nothing to fear" argument and out of the same reasons kinda stupid.
If you really think thats the case, lets just make if a killer stays 10sec in the radius of 12m the Survivor instandly finish all generators and win the game.
I mean, if you dont camp there shoulndt be a problem with this mechanic right?
How i said, i think BHVRs mechanic is not the best solution against camping.

Why shouldn't killer players worry about the potential of a "anti camp" mechanic inadvertently allowing survivors to get free unhooks because the rescuer happens to be trying to loop the killer on the tile the hooked person is?

Because this is not how it will work. As written above. So if a Survivor is looping next to a hooked Survivor, they will still basically sabotage their team.
However, currently to get a safe Unhook (aka no trade) against a camping Killer, you need 2 Survivors for an Unhook. And this is not involving any Oneshots. This is not really reasonable and camping is really too strong if you need half the team to rescue one Survivor without having to trade.
And last but not least - it is just true that if a Killer is not camping, they wont be bothered by the mechanic at all. But again, BHVR has a history of trying to fix things but not being good at it. We have Anti-Camp Perks which dont really work against camping (Reassurance), we have Anti-Tunnel Perks which are not good against tunneling (since they all resolve around Endurance) and we even have something which should help Survivors when people DC (Bots) which wont really do anything.
So Killers really dont need to be worried, it will probably not be really impactful. (Especially since we know that proxy-camping will still be possible)

Why do you need to FACEcamp again?
It does nothing against proxy camping which good killers use. You're not supposed to be staring at the survivor while he dies. If anything this is good for bad killers because now they'll have to learn proxy camping which is the superior strategy. They won't lose 3 gens anymore thinking they can force people to come save against their Bubba and not gen rush them while they're doing the most suboptimal play of the century that relies on survivors having zero communication and not knowing the counter to facecamping.
Any wise survivor will just not bother save against good face-campers and do gens to leave, especially when they're on communication and everyone agrees on it.

Because of "bhvr not being good at fixing things" is why people need to be worried.
If survivors happen get away with free unhooks by exploiting an "anti camp" mechanic it would be extremely problematic.
All the perks you've mentioned do their job pretty well. Perks shouldn't be "get out of jail free" cards like old DS and DH used to be, and right now they atleast require a couple of braincells to use effectively.
