How about reducing its duration from 3.5 extra seconds to 2.5 extra seconds and removing the speed debuff? It will still have one major downside being the extra 10 second cooldown ( 25 seconds for power to fully recharge if used fully ) instead of 2 major downsides? It would be good and even if this proposed change went live, combining it with the yellow duration add-on would give an extra 1 second duration meaning the overall duration would be 3.5 extra seconds of phase-walk but the cooldown would be horrendous so that would balance it out.
