Winter Party Starters & Overwhelming Presence

Has this been mentioned before? Just had a game with the Doctor on PS4 and he was running Overwhelming Presence (I know, I was surprised too) and Winter Party Starters would unequivocally not work in the match.
You'd throw it down, no explosion, and it would be sitting on the ground able to be picked up again.
Is this a situation where because it is an item with only 1 charge, since the perk was depleting that charge on use it doesn't allow the item to be used in the vicinity of the Killer?
