If I snuffed a Boon it shouldn't be able to be blessed until 2 other locations have been used.

If there is 2 left the other needs to be used and if that is the only one left make it so they can't reboon for 80 seconds.

A survivor takes 14 seconds to bless Totem, while a killer takes 1 second to snuff Totem

So if they are blessing the same totem over and over again, it's to your advantage because they don't fix the generators

So it doesn't need any changes

boons are already "bad" (not trash-tier, but none of them is even close to being meta). I see 0 reason to nerf them even further.

    incorrect.

If a survivor boons the top of ironworks, that's a big waste of time for the killer to go up there. That's an obvious example but there are many scenarios like that. If there are two gens left on one side of the map and a boon by the completed gens on the opposite side of the map, the killer would be throwing to go snuff that boon.

Expo and CoH are still good but the other boons will never be buffed until base changes happen to boons. It's not much of a problem anymore because people don't use boons often anymore and expo requires coordination to really go crazy.

I will now use the most extreme example to justify my point.

Completely unneeded nerf to a set of (currently) outright bad perks.

Thats why I said they need to be functionally changed to allow for direct buffs to them.

This presumes boons give enough value, to be worth perk slot + going up that ironworks (gl if you get lerys instead) + actual 14s to boon. As of right now - the answer is that's not the case

I'd agree with 1, but not 2. Just set a cooldown on a snuffed totem for a minute and it would probably be fine.

Alternatively I'd like to see 'corrupted' totems, where if you boon over a hex (now reduced to normal 14s speed), both still remain, but if the Killer Snuffs it, they destroy the totem, and Survivor can still normally cleanse the totem to destroy the boon and hex as well. That seems like a fun risk/reward for both sides. Just give a loud noise for both sides when the opposite side breaks the totem this way.
