Wraith 'Phantom of Vengeance' cosmetic missing textures

In the cosmetic set "Phantom of Vengeance", Wraith's left shoulder no longer has its burning particles. It looks like these got moved to the right a bit and merged with those on his right shoulder.
Platform: PC, Steam, Windows 10.
