Why does the anti face camp bar not fill with Viktor?
I came across a twins and they ended up leaving Viktor next to hook to camp later in the game. Yes, I know you can unhook when Viktor's on your back, but it basically guarantees a free hit unless there's walls around. If you're injured, it's a complete death wish to get them off the hook though. Even if the bar filled when Viktor was in control, they can just down and get back to what they were doing, and the bar wouldn't even fill up.

Same reason why distance for perks like Devour hope or monstrous shrine are only based on Charlotte's location

Technically Victor isn’t considered to be a killer.
However I believe there should be an exception for this.

I mean bar is so slow you can still facecamp at 10-15 meters with huntress/trickster/deathslinger/nurse/blight/wesker/wraith... half of the roster, why focus on viktor of all things, I see 1 twins every 100 games

If Victor is a killer, he needs to benefit from the killer perk just like Charlotte. This is the principle of equivalent exchange, and both must be realized at the same time.
Many people probably think it's better to leave things as they are now.
