Dead by Daylight should no longer be affected by an outage. Players logging into the game between September 26 3PM ET and September 28th 3PM ET will receive 1M Bloodpoints as compensation.
Why were dailies shadow-nerfed?

Dailies used to be that you got a daily a day, period to a max of three. So if I played on Thursday and had 0 dailies and the next time I opened dbd was Sunday I would have 3 new dailies to complete. In addition if you were maxed out on dailies, IE I logged in Monday. If I didnt reroll I could complete a daily and then it would get replaced. Why has this changed to only days you log in do you get a single daily and no new dailies if you are maxed when you log in. It just seems like a very strange thing for BHVR to do just to make people log in every day even if they arent going to play.
