I know you're trying to keep it that way for lore reasons or something like that with it being not as potent but there is no reason to not have that allowed in custom matches. It's fun to use and could still be used for testing newly released killers and how they could work with it. You allow Refined Serum to be used in pubs, let us use these in custom AT LEAST.
