Was just wondering of anyone knows what this kanji translates to:

For anyone else interested, r/DeusShockSkyrim identified the kanji as "怨", meaning "grudge, resentment, or jealous".

Yoichi's is too. I don't even think it's a licensing thing because Yoichi has another cosmetic in the store that's unlinked.
