Why Can't Freddy Krueger Dream Project to Complete Generators?

I have been Maining Freddy Krueger since I started playing this year, and I have been continuously curious why Freddy can't Dream Project to complete Generators, or Generators that are blocked by The Entity (Via Endgame, Dead Man's Switch, Deadlock, etc.).

Once it turns Endgame (Via all Gens being completed, closing hatch), Freddy is basically stripped of his Dream Projection power and can only place Dream Snares or Dream Pallets (with an Add-On) via Endgame and that shouldn't be the case.

Freddy is an ICONIC 1980's Horror Icon, and despite us having the 2010 Remake Freddy, no other killer is panelized for reaching Endgame like Freddy is. Sure his Perks are for Endgame purposes, but Freddy shouldn't be confined to just an "Endgame M1 Killer".

Rant aside, I feel like simply allowing Freddy to Dream Project to Generators regardless of being Completed or Blocked by The Entity would make Freddy slightly more viable for more than Endgame.

Another suggestion I have is make it where Freddy can Dream Project to the Exit Gates via Endgame but make it faster than a normal Dream Projection as it doesn't take long for the Exit Gates to be opened, especially with Quentin's perk: Wake Up!

Also, if there is a Gameplay reason or some other reason why Freddy isn't able to do what I just ranted about, I would love to hear the Dev's reasoning behind it!
