ST chapter permanent?
Is the ST return permanent or only for a limited time?

The best way to view it is just enjoy it while it's here and remember all license agreements eventually expire after a certain period. It just depends on what BHVR managed to negotiate and how long until they have to renew the license.

It's back for the foreseeable future. But no matter how much we'd like it to be permanent, BHVR cannot guarantee that. This is always up to the license holders. There are no plans to remove it again but it is possible that 5 years from now, the license will be gone.
However, I have a feeling, that BHVR negotiated a contract that will guarantee the license stays in the game for a while. So even if you don't plan to buy the dlc today, you won't have to worry. It will still be here tomorrow.

Permanent is not really possible, but there’s nothing to indicate it will disappear after 2 years again.

I had ST from start but it the removal of the map that got to me I understand they can't make new content but removing something that already in map and made pissed me off.

Well, there's a FAQ, which I can't recall BHVR ever releasing before with content. With the way it's phrased in the FAQ and how they're assuring people if they buy you can still keep the characters if it does go away, I'd guess it's on a limited license deal. I'd say it's safe to operate under the assumption that realistically it has a higher chance to leave than other content based on its past licensing history. Purchase with mindfulness and read the FAQ to know what you keep if it does leave again.
I have a lot of faith in BHVR's licensing team and the work they can do, so I'd like to believe they negotiated a good deal and it'll be around longer this time.
