Not Half Bad Trophy bug

I've gotten over 30 characters to prestige 1 but yet it says my progress on this trophy is 11/25. Says to level a character to level 25. I'm sure it's not talking about prestige because my highest prestige is only 4 so 11 out of 25 wouldn't make sense in that case. 2nd trophy bug I've ran into not sure how frequent people run into this bug.
