Hooks within about 20m of a NOED totem should be blocked
This has happened multiple times to me.. a killer manages to hook a survivor next to their NOED totem - and since anti-camp disables in endgame, it is physically and theoretically impossible to survive in this situation. I understand killers must have some sort of advantage in endgame, especially if they have 0 kills so far, however there should never be a situation where its impossible for survivors to save their teammate. The anti-camp feature was introduced to prevent things like this, however now another problem has arisen.

I partially agree. I would prefer the totem gets moved, rather than the hook gets blocked though. When the Killer is in control of where they down someone, it isn't fair on their end if they aren't in control of where the totem is placed. (Moreso in the case of a pre-endgame hook/down.)

Just make the hex move to a different totem instead.

You're already handicapped in the endgame as it is without adding that. However, I think that's just part of the game. In that situation if a killer is that desperate for one kill, let them have it. Personally I think it's like hitting a solo home run in the bottom of the ninth when you're down 10-0 but different strokes etc.

I think this is the best option, as the match progresses and hooks are sometimes just not available (rather it be sacrificing, sabotage, or perks), outright removing the ability to hook in a certain area just wont turn out good.
I think the best thing BHVR could do is have it so the Hex Totem moves to a different Dull Totem if it is within 40-meters of a Hooked Survivor.

NOED is only active in the end game. If a survivor is heading to rescue and see a totem aura, they should know to just leave instead of feeding the killer more kills.
It's the end of the game. The killer securing 1 kill is alright.
