Switch - Chucky's Plastic Bag add-on affects hooked survivors

If the phantom footsteps from Chucky's ability cross a hooked survivor while he has the Plastic Bag add-on equipped, they inflict the hooked survivor with Exhausted. I'm pretty sure this is not supposed to work like this, so I'm reporting it as a bug.
