PC - Friend's Till the End not working when there are two survivors left (sometimes)

Occasionally when there are two survivors left, and I hook the obsession it doesn't transfer the obsession like it should, to the other survivor. It works sometimes, but I am not sure why it doesn't others. I thought maybe it was calm spirit, but the obsession would still change.

    I would like to provide some additional details:

    In my experience of using the following build: Lethal Pursuer, Furtive Chase, Nemesis, Friends 'til the End,

    If there are two survivors left, one is obsession and is dead on hook, hooking the obsession will not trigger this perk, which will not transfer the obsession to the last remaining survivor, therefore it does not make them scream and does not reveal their location.
