DBD Devs, Should Blight's Speed Add-ons be Multiplicative or Additive in Terms of Speed?

I've heard various claims that Blight's speed add-on, Blight Rat and Crow are bugged.

In what way you may ask? That the speed is multiplicative instead of additive.

Devs, is this true?
