Should BHVR stop making new perks?
There are so many perks in the game currently, and they keep coming. Sure, occasionally new unique perks come that add to the gameplay, but mostly the perks are a similar version to an already existing perk, just with some tweaks. And it's perfectly reasonable, most perk ideas have been used up, there's only so much you can do with the elemends that exist in every trial.
The more perks there are, the more confusion and overwhelm it adds for the players (newer players especially). That's a lot of perks to understand, what teammates are using, and what killers are using.
Also, the more the perks, the more potential bugged perks with each patch, that need fixing.
What if from now on, new characters came without perks? On the dev side, that's much less programming, balance testing, etc. New chapters/characters will be easier to make, and yes, while that could potentially varrant the chapters/characters being cheaper than those with perks, the devs will have more time to spend on balancing the existing characters. (and/or making skins, players cards etc. that they can sell and make money from)
The only "problem" might be what would be the incentives for people to buy perkless chapters/characters? They could come with custom lobbies, or special items, player cards, even special skins for already existing characters. Maybe buying a perkless chapter unlocks the ability for that chapter's map's offerings to spawn in your bloodweb?
I admit that new perks can be fun in the way that perk roulettes can become more interesting, but it's getting cluttered, and harder for devs to patch and balance.

From a business standpoint, I don't think BHVR would do it since it would decrease the value of future characters since perks change the game.
However, on the topic of perks, I think the devs need to look at the entire roster of perks and make changes because there is a plentiful amount of perks that could use some love. *cough *cough None of Jane's perks have been buffed ever since she was released. If a good amount of perks are great, then It should spice up the game and open the meta to new perks.
Buffing a vast majority of perks to at least B or low A tier could be a good first step and would help adjust what the devs need to do and look at.

Yeah, but the more perks exist, more of them have to regularly be nerfed, buffed, or have bugs fixed. That's a lot of time and effort that BHVR needs to pay for, to their employees. Money could be directed more into customization -> cosmetics, custom moris, lobbies, etc. Or even new game modes, which could attract more people into the game, including those that have grown tired of the only existing mode.
