First, thanks in advance for addressing this combo. It definitely needs a change.
Imo, there's a very easy solution to this: Just make FTP not count as a healing action anymore. With this change, both perks remain the same when used by themselves, but using FTP with Buckle Up wouldn't work anymore since you need to heal another survivor out of the dying state to activate Buckle Up and getting a survivor out of the dying state with FTP would no longer count. FTP would just be a unique, separate thing instead (kind of like how Mettle of Man is different from endurance).
Both perks are completely fine on their own, the problem is specifically using them together.
