remove calm spirit's action speed penalty

Title. i still don't get why the penalty was added when you changed the perk in patch 6.1.0

    they added a penalty because they thought that cleansing totems silently and opening chests was too strong. They should reverse the penalty into buff. You cleanse totems and open chests 30% faster.
