All perks Shrine of Secrets: thoughts?

I'd like it if the Shrine of Secrets were just a big shop where all perks can be purchased. Now I get the newer perks shouldn't be available from the start, but if the perk is in the game for about a year ... + The devs can always influence through the prices of these perks

I feel like this would also help newer players to get a decent build faster giving this amazing game a bigger playerbase.

Anyway I'm wondering what you all think about this
