Chucky PFP and Banner; Dunno if this a bug or not

from my understanding purchasing a Chucky cosmetic gives the PFP and Banner, does the sweater not count towards that? if not could we have clear instructions on what qualifies for the PFP and Banner? is it like determined by the rarity of a skin bought or?
