Decisive strike not working (it was not end game)

I was playing survivor and I got tunneled. I had decisive strike in my loadout. I was againts a Wesker (The Mastermind). When he grabbed me, I got the skill check and I hit it (I am 100% certain) after that it did absolutely nothing. I could not even wiggle. That happened twice in the same game. There were 3 gens left to do.
