Disabling the interaction and not the perk or killer?

So recently Nowhere to Hide was kill switched due to a bug/exploit with the Onryo, so why can't they just make it so that the perk is disabled only with Onryo? Like only Onryo can't use the perk but every other killer can since there's no issue with the perk and other killers.
