Cut Loose - buff
I never see anyone run this perk. And I think I understand why. People prefer to do the usual stuff (as survivor) while being chased. This perk would also need to be more accessible to warrant a use.
My suggestions for the buff:
1) Please reduce the cooldown, 45 seconds is too much. I think that 20 seconds (like Quick and Quiet) would be much better.
2) Please make it work with rushed locker actions as well. The other day I was really excited to test this perk with Dance With Me and Lucky Star, but sadly it doesn't work with lockers. There would be so many juking possibilities with Cut Loose, if it worked with rushed locker actions as well.

Basically a worse quick and quiet
whenever you vault a window you have this duration and during that duration the next window you vault will make your vaults silent and the duration resets and if you don’t vault a window or object during the reset timer…the perk goes on cooldown

Then it sounds like it desperately needs buff, and OP's idea seems fine. Thanks for noticing.
