A question about the chat report system, and not having an opt-in for it.

I mostly wanted some clarification if i can, why the chat filter does not currently have an opt-in feature, like in countless other acclaimed multiplayer titles.

I for one don't mind the chat side of the toxicity, it's fun to trash talk in post game chat. But i know a lot of people don't like that, so obviously the feature has to exist, but why is it mandatory?

If it was a bit of a rushed feature and it will be made better eventually (toggle on-off, filter optimization so it doesn't hit random words/letters, etc) then i shall patiently await for it, i just want an answer.
