Demogorgon perks that my killers have don't appear for upgrade in the bloodweb

  • My killer (Plague) acquired some perks that were generally available (for instance Surge) but now they are stuck at level 1 as they won't appear in the bloodweb

The Stranger Things perks are again character specific perks, which means you need to prestige the characters to unlock the perks for every other character.
