Billys addons (particularaly cooldown) feed back
I think the cooldown reduction addons are a little much right now, with double cooldown you can use your chainsaw pretty carelessly and even if the survivors dodges the curve while billy has pallet control you cooldown so fast that even relatively small loops you will get m1d before you get to the pallet this creates a scenario where the only reasonable counterplay is to camp a pallet and pre drop which can sometimes work but is not fun for either party.
Addons doing the exact same thing are basically the reason billy got nerfed to be garbage in the first place, but theyre actually kinda stronger this time because the movement speed during the cooldown was also increased. and I don't want to see the same thing happen again.
I also think lopro chains + thompsons mix is a somewhat problematic combo since it allows you to catch up to survivors very quickly after a pallet drops since you chainsaw right through it and either instantly end saw essentially using it as a very fast pallet break during which can move (like nemesis++ basically) or to end the chainsaw right next to the survivor and get a hit on them as soon as your very fast cooldown ends not to mention the intended use of lo pro to actually hit a survivor with the chainsaw after going through the pallet.
In general it's important for a killers to design that when the killer makes a mistake and misuses their power it enables survivors a window of opportunity to punish that mistake with chase extension but these addons are kind of counter intuitive to that.

I'm gonna be honest I think the miss cooldown is too fast in the basekit. The addons make it even more of an issue but I don't think it's just the addons.
Billy is almost perfect after the buffs but this is the one thing that needs looking at.

Addons just should not apply to overdrive, a lot of users are already complaining about not having enough to time react to the Killer.
