Will the Mountain Scout Felix Outfit come to the Store?

I'm hoping a developer will answer this. I never knew about this Outfit, until I came across it on YouTube. Apparently, it was available in a previous Rift 2 years ago, and has yet to be released into the Store. I'm wondering if there's a reason for this?

I would love to purchase this Mountain Scout Outfit for Felix, if it ever does release to the store. As it is the kind of Outfit I would like.
