Xbox - Equipping Champion of Light perk prevents Shine On achievement from progressing

When the Champion of Light perk is equipped, the new Shine On achievement doesn't progress. If you're unfamiliar with the achievement, it requires the survivor player to blind the killer with a flashlight 30 times. No other perks I've tried seem to cause this issue. The issue occurs on every successful killer blind while Champion of Light is equipped.
