STEAM - Champion of Light hindered not always activating

I've noticed that when playing with Champion of Light, if I blind a killer, it sometimes does not activate the hindered and it does not put the perk on cooldown. I am not 100% sure, but it may have to do with blinding the killer during an animation. I only played a couple games with the perk, so I don't have any clips of this happening but I remembered seeing the bug in game when I was watching DBD gameplay. I saw this glitch happen to Puffalope in his most recent video as of today, titled "Dead by Daylight is FINALLY Fun Again", at the timestamp 5:15. I've linked the video below. As seen at that part, he blinds The Nurse when she was hooking a survivor and Champion of Light did not go on cooldown. When he blinded The Nurse again after the animation, it then went on cooldown.
