With rework of this system, this background was explained in order to reward for the efforts invested in this character before the rework.

Personally, I hate the fact that all characters after Nemesis (if I remember it correctly) don't even have the theoretical possibility of being rewarded for time invested in them.

I believe, reaching P100 also should be rewarded with this background.
