Scourge Hook Pain Resonance Not Losing Tokens

-If there's no gens with any progress to remove, hooking a survivor on a Scourge Hook with the perk "Scourge Hook Pain Resonance" equipped will NOT result in any tokens consumed.
-Simply equip the perk "Scourge Hook Pain Resonance", hook a survivor on a Scourge Hook with no gens having any progress, and a token will not be consumed, even though I know for a fact that the perk used to consume tokens regardless of if a gen actually exploded or not.
-There's a high chance that this may actually not be a bug and just a byproduct of the generator changes as Pain Res was changed to not trigger a LNN if at least 2.5% progress wasn't removed from it, but I figured I'd post it here because it'd be the best way to figure out for sure if it's a bug or not.
-It's kinda hard to tell in the screenshot, but a survivor was indeed hooked on a Scourge Hook without a token being consumed, and the reason I know that no damage was dealt to any gen is due to the lack of a "Damage Generator" score event. Like I said before, it did use to consume tokens regardless of if any generator was damaged or not.
