From what I've heard from others, this is the case for everyone.
Below are the pictures of the last Community Contest winners for killer and survivor charms:
These charms won the last contest, alongside the Clown and Yun-Jin outfits that are present in the current rift. For some reason, the charms are NOT present in the rift. Considering that with the release of this Midchapter, there was a bug in the rift with the lack of Auric Cells, it is possible that these charms also somehow got lost, because they should be in this rift, or at least are expected to be, together with the Clown and Yun-Jin skin.
