A Simple Fix For Adrenaline (Without Nerfing the Perk)
The main issue Adrenaline will forever be overpowered, isn't because of the effect it has on one person.
It's the effect on 4 Players at once.
I don't think Adrenaline is overpowered when only one person is running it, but when all 4 are running it.
To avoid removing the speed and the health state effects, simply make it activate under this one situation:
Adrenaline Increases the chance of you becoming the Obsession:
Adrenaline now only activates for the Obsession:
This would make teams have to properly play around who uses what obsession changing perk, and you can always use FTP to regain it in the middle of the match if need be. (Just be careful not to pop the last gen while broken).

Some people argue "But It Rewards you for doing your Objective". Which I find to be a TERRIBLE argument because of how it sounds on the other side.
That would be like a killer perk that makes it so when the first survivor dies, one gen explodes and loses 100% of it's current progress...
All killers would simply tunnel the first survivor they catch EVEN MORE. "But It Rewards you for doing your Objective" is exactly what they would say.
Killing Survivors is the objective so it would be correct.
This doesn't mean it would be fair or balanced though.
Adrenaline should not reward people for simply Rushing their objective (Gen Rushing) by possibly using BNP (Which are still VERY OP btw) on commodious toolboxes.

I don't like this proposal. So no matter how many survs run Adrenaline, only one will pop, assuming they even get to endgame. Also, the killer knows who the obsession is, so all they would have to do is hard tunnel out that one surv and never have to worry about Adrenaline ever popping on anyone. Fun times for that surv.
All this change would do is make survs not ever run Adrenaline any more. Is that the intention?

I don't think Adrenaline or its would-be counterpart, the killer NOED, are very strong perks because they are only triggered when the match is almost settled, but their high usage rate makes me wonder why they are reworked or adjusted. NOED was weakened many years ago so that it can be disabled instantly after activation, but how can adrenaline be ruined?
