Skull Merchant - drones not spawning

I play on Steam. Today I saw a streamer experience the same bug (they play on Steam too).
Sometimes in a match, I press M2 to deploy a drone, and the animation plays out, and the power goes on cooldown, but NO drone spawns. After the cooldown, I can spawn a drone at the same place and then it usually works, but the drone originally not spawning wastes my time.
I don't know what causes the bug, I haven't been able to draw any conclusions.
