Sloppy Butcher changes

This... isn't good... Sloppy Butcher is the only general Slowdown perk for new Killers, and now its just bad. This only works for basic attacks, so many Killers don't benefit from this perk already. When you find a Survivor, you typically want to down them, then hook them which takes about 20 seconds, a Survivor then goes to unhook them which can take about 30 seconds, then instead of healing, they can just go to a Generator and repair for the remaining time limit, then heal, meaning you don't get value from 1/4th of your perks. And you know how much time Mangled adds to the heal time? 4 seconds... 4 fricking seconds, and now that there is a timer to the status effects, it doesn’t even slow them down 4 seconds. And that's not even considering the various methods to get around Sloppy Butcher, such as self-heal perks like Second Wind, Inner Strength, the Anti-hemorrhagic Syringe Med-kit add-on, and the many perks that increase Survivors heal speed like We'll Make It, Boon: Circle of Healing, and even Botany Knowledge can literally just nullify Sloppy Butcher entirely. And now, Sloppy Butcher is just neutered. This is just a horrible change for all Killers, but especially for new players who already don't have many perks to play with. I really hope the devs don't go through with this change, and if they do, I hope Sloppy Butcher can at the very least remain unchanged. This is just as bad as nerfing Save The Best For Last because it doesn't fix the problem with the perk. Save The Best For Last should simply just not work within a range around hooked Survivors, it can be 40% faster recovery, heck, even Unrelenting could have a faster successful hit recovery, just as long as it isn't near hooked Survivors. But for Sloppy Butcher, it had no problems. The main problem you could say it had would be when Hemorrhage removed all your healing progress at 50% speed, but that was situational since you should be healing as far away from the Killer as you could. I just wish this wasn't a thing. Please devs, don't do this to the only free Slowdown perk...

    Perfectly said, STBFL and Sloppy are among the few good perks that the powerhouses can't really use as well as weaker/M1 Killers and instead of simply fixing the issues they nerf everything else except the issues.
