Unlocking perks at prestige 3?
In game it says you need to reach p3 to unlock perks for other characters, but I've gotten a few survivors to just p1 and the perks still unlock for other survivors. Why is that?

When you get a survivor (or killer) to P1, you unlock their perks for everyone, but only the uncommon tier 1 versions. At P2, you unlock the rare tier 2 versions and finally at P3 you unlock the very rare tier 3 versions for everyone. Getting to P4, 5 and 6 will also unlock cosmetics for your character.

Even if you just get someone to P1, all of their uncommon perks will be available in every character's bloodweb to find and level up. So you must have found Claudette's perks in Bill's bloodweb and levelled them up that way.

But I got Claudette Morel to just p1 and I'm using her tier 3 perks on Bill.

The answer @Tyler3 gave you was incomplete. If you p1 a character you do indeed unlock their perks at tier 1 for everyone, but what they forgot to mention is that that also unlocks the ability for tiers 2 and 3 of those perks to spawn in the bloodweb, that's why you have the perks at tier 3 on Bill when your Claudette is just p1. Continuing to prestige Claudette just means you wouldn't need to get the higher tiers from the bloodweb of other characters as well.
