Tagging Survivors with Biopod as Singularity

I just finished one match as Singularity and was having extreme trouble tagging a survivor with a biopod even though I was clearly looking at them. This happened on the Toba Landing map. Has anyone else experienced this lately?
Update: Played a second match on grim pantry and the same scenario happened. I was only able to tag someone when they were in point blank range.
