Survivors should entirely or partially share hook states
It's the only way to actually fix tunelling.
You could even reduce the total number of hook states if needed for balance. however until the gap between maximum number of hooks before you get your first kill and the minimum number of hooks before you get your first kill shrinks there will always be a massive balance gap between people who are sweating for the win at any cost and people who are playing fun.
This is the reason comp DBD scoring systems like DBDleague are based on number of hook stages, in DBDleague a team who gets 5 gens 9 hook stages and 1 kill wins compared to someone who gets 5 gens 6 hook stages and 2 kills. This is to somewhat discourage tunneling and you see that this actually works with many low tier killers. High tier killers like blight and nurse have a tendency to tunnel regardless because their chases are so good they know they can secure the kill and still be playing for 3/4k which is inevitably 9+ stages, but with low tier killers they know that after the tunnel out they aren't going to have many hook stages and the rest of the survivors may still be able to get out, so it's actually often better to spread hooks between 2 or 3 survivors early on then camp out someone who hasn't been hooked or has only been hooked once at the end for +2/+3 stages
Shared hook states essentially are more extreme version of this that entirely removes the reason to tunnel.
edit: partial sharing would remove the reason to tunnel until the shared hook states are gone at which point, it's just as before, but only after a number of hooks have occurred instead of at the start of the game

I think for low tier killer dbdleague, your better off putting devour hope base-kit that cannot be cleansed. that limits hook states to 5.
Using a perk for artificial balance is probably not the way to go but it does solve tunneling.
