Fast Track consumes tokens without applying gen progress when hitting a Brand New Part skillcheck

Steps to reproduce:
- Start a game as survivor while running the perk Fast Track and holding a toolbox with a Brand New Part
- Have your teammates be hooked, giving you stacks on Fast Track
- Use your toolbox on a generator and hit the Brand New Part skillcheck
Expected Result:
Either Fast Track considers this to be a great skillcheck and gives you generator progress, or does not consider it a great skillcheck and does not consume tokens.
Actual Result:
Fast Track consumes its tokens and gives you no generator progress.
