BL bug or not?

Hi guys,

I was using the perk Balanced Landing and I had the exhaustion status almost gone (99.9) when I vaulted the window from a high place. I was making the falling sound as I was going down (the exhaustion bar went away while I was in the falling animation) , so when I landed it triggered BL and got the speed boost.

Is this intended or a bug?
