Not only did you not say anything during the PTB about the nerf to this status, but it also shares the exact same effect time as Mangled?

I do not have the words. Backtrack, bring back the old Hemorrhage while retaining the limited effect of Mangled. Otherwise you've just made Sloppy Butcher actually uninteresting.
