Every time he gets a surprise attack on a survivor, he gets an increase to movement speed up to X %. Stacks are lost (not necessarily all) each time he hooks a survivor. Sort of like a baseline Play With Your Food that doesn’t discourage the one thing you want to do in a chase (attack).
Alternatively: Remove the small sprint addons and make them baseline, starting out with no sprint burst and building to a fast sprint after unstealthing with each successful surprise attack.
Reason: Once you know it’s the Wraith, he’s not really going to “surprise” you anymore. This gives him better late game potential. Plus maaybe encourages him to camp less so he can work on building stacks.
Lore Support: He was an unintentional killer, constantly murdering people. Eventually the discovery of his acts caused him to go into a murderous rage. So the more he surprises survivors and they escape, the angrier he becomes.
