why do i get a dc penalty when i didnt dc

Well you did is the short answer, if your game crashed or your internet went down the game will see it as a DC.
Or as above, if you were AFK an entire match then it will treat that the same as you DCing and you will get a penalty. As I myself found out by accident in only the last few days...
