RPD West Wing: Cannot Pick Up Downed Survivors on the Edge of Basement Stairs

Description of the Issue: On RPD West Wing, it is impossible for Killers to pick up Survivors that are downed in this exact location, on the edge of the stairs to the basement. (I've been unable to test if this happens on East Wing's basement, the opportunity has not arisen)
How often does this occur: This is the first time this incredibly specific scenario has happened to me, but I've included my logs below if it helps. It was my last game.
