Reactive Healing not rounding up properly

The patch notes for 7.1.1 announced a change to Reactive Healing that allow it to round up and fully heal a survivor after a certain threshold is reached. The patch notes give 96.4% as an example that would be rounded up to 100%. If you do the math, that would be after 5 activations of the perk.

However, a recent video showed that it actually takes 8 activations to trigger the rounding up or reaching 99.6%.

This is on the steam version of the game.
