Because its way to hard to figure out if the killer camps enough to trigger it.
Were they the entire minute 5m next to the hook or did they take two step back for 5sec? Was their a other survivor for a short time in range? And of course maybe around 1% of survivor know how fast the meter fills depending on the distance of the killer. So even with kindred they dont know if it was enough.
So in the end the survivor always try to rescue in the last 10 seconds which stops the anti-camping-meter.
If the hook-icon would have a progression circle like gens, slugs and even the new perk this problem would be solved.
