This bug is inconsistent, but I’ve ran into it quite a bit. Sometimes when you land a merciless storm skillcheck it’ll block the gen anyways. I’ve had it happen multiple times where I hit the skillcheck right dab in the middle and it’ll turn red and act as if I missed it.
